will, I remember that you had posted a similar argument (only the US economy is large enough to absorb all the surplus dollars) a while back. That keeps US bond rates low. Of course if the Fed keeps hiking, eventually they'll bring on a recession through a restriction of credit. But not because long term rates are low.
