All you need to do is eliminate the section 179 deduction on whales, and instead allow it on fuel efficient ones. The problem is it is a sop to Detroit. To reverse it now would clobber american auto manufactures and bolster foreign ones.

How about the federal government getting out of the way and letting American businessman solve the problem by drilling for more oil? We have lots of undiscovered oil, the problem is getting the far left environmental lobby groups out of the back pocket of politicians.

The root cause is structural in nature. One solution which would go a long way toward solving the problem is term limits.
