CLinton had higher budget allocations for levee upkeep and re-construction. Those plans to re-construct were underway, but Bush-delay slashed the funding. Plus many of the Army engineer resources were - in Iraq - along with many of the National Guard and first responders needed. What was left? A totally inept and corrupt out-sourced and privatized bunch of FEMA cronies and parasites.

Of course when Bush wanted to buy votes in Florida before the election, FEMA ran like a well-oiled machine. Plus, those were GOP neighborhoods hit by that hurricane.

Katrina was an expression of God's anger at Bush.
