34% is too high to fit your desires and too high to fit in with your perception of Bush, but it is low compared to other polls. There may be a reason for doing the polls that way other than satisfying a bias. If so it would be nice if the poll takers mentioned it. I'm not really saying it was bias in the sense of "A preference or an inclination, especially one that inhibits impartial judgment." It could be, but I have no direct evidence to support such a claim. It could easily have just been sloppiness.
