I agree that the 3 groups in iraq have different agendas but i would maintain that they all have a common interest in a grand compromise that keeps iraq alive. An independent kurdistan will face hurdles in its relatoinships with turkey, iran and syria. Maintenance of the federal status quo for them in iraq sets an example for similar solutions in the other countries kurds reside in. Independence pits the kurds against folks they cannot beat.
The shiaa are doing dirty deeds no doubt. If they were to give up dod and interiors to secular folks, they may get someting in return they cant resist--the foreign terrorists who commit the acts that set off the shiaa in the first place. Iraq lives on and shia iraq avoids becoming a vassel state of iran.
For the sunnis united iraq prevents their becoming a clone of arafats PLO. Give up the terrorists and the high up baath resisters, get control of dod and interiour along with like thinking shiaa.

Odd are not high for the above, but its worth encouraging before we go to three state.
