I don't know what he meant. It could have been a lot of things. He didn't know the extent of the injury, how responsibility would be dealt, he may have needed time to come to terms with his own conduct, he may have meant the complexity of the public response or public perceptions we difficult to determine, or that the complexity of the actual shooting situation was not clear to him.

I am not a fan (or enemy) of Cheney's or I would be more worried about it.

What seems evident to me is that keeping his mouth shut until he had a way to address the issue in a calm and dignified manner was in his best interests. Calm and collected at the center of a chaotic storm of activity is usually more impressive than jumping into the fray. Energy is attractive only in the midst of stagnant apathy, when bolstering possitive efforts, or when strengthening equilibrium. Otherwise it is annoying noise.
