I don't know what that means. The Soviet collapse was long ago. Clinton had eight years to accomplish something, the Russians seemed willing. I don't remember anything substantial coming out of that.

I remember hearing that there were great regions of unexplored mineral riches in the Ural Mtn area, and trememdous opportunities to invest in the infrastructure.

If Clinton accomplished something, I guess I missed it. At this point it seems like the Russians would be better off courting the Eastern Hemisphere for partnerships; which they appear to be doing a great deal. Opportunity missed, IMO.
