How many NO residents does it take to screw in a lightbulb? Seven. One to screw in the bulb (although he might screw it in backwards), two to appeal to Congress for a $200 billion "lightbulb recovery subsidy", and four to mouth off to the press and claim the bulb burned out because "Bush don't care about no black folk in de dark."...

And, of course, one should allow for the first case of lightbulbs that were appropriated by Congress, and then diverted to lamps in the vote-fabricators' homes...
