I'm not sure that I'd call those major areas, but I thank you for providing an answer.

I haven't looked in to it, but I would guess spending has increased on each of those. I'm sure its increased on port security. But I could see the need for further increases.

Border Patrol for one. They've had cutbacks almost every year. Port security is another. I could go on...

Why bother? There is something wrong with the guy. Either he doesn't want to get it, or is incapable of getting it.
