This discussion of over topping vs. breaching leaves out an important point. If you get enough flooding from either, then the pumps are submerged underwater and quit working. So as soon as they had reports of flooding, both the state and the feds should have known that New Orleans was in desperate trouble. IMO, they all screwed up.
