I don't see how they could expect to win this case. If there is a specific law they could sue for the EPA to enforce it. If there is an EPA regulation I suppose they could do the same (but the EPA could remove the regulation). But asking the court to impose an environmental regulation is unlikely to go anywhere. It would be one of the most extreme cases of judicial activism in our history and that's saying a lot.
