Yes he did. Clinton was fortunate to have such a hot economy. He did nothing to create it, but he enjoyed the ride. He lucked out.

Bush was handed a declining economy. He did not get the ride Clinton had.

Clinton had a better economy

$3 trillion new debt equals out to about $120 billion a year at 4% interest.

That's about $328 million per day, just for the interest on the new Bush debt, to say nothing about paying it off.
