I'd say he's a big gov't conservative. Unlike the left's big gov't nanny state world view, Bush thinks that we can improve things via gov't with clearly defined & targeted programs that are responsible & accountable. But most importantly funding for them is entirely dependent on achieving verifiable results that were established when the program was created.

And the left absolutely hates having any of their nanny state programs be accountable or results oriented. But most of all they never want funding cut. If it don't work, then expand it more... rinse, lather, repeat.
