Bush actually lost the popular vote. Had not the 25 electoral college votes of FLA been given to Bush...

Republican candidate George W. Bush won Florida's 25 electoral votes by a razor-thin margin of the popular vote in that state (525 votes, disputed), and thereby defeated Democratic candidate Al Gore.

This election was only the fourth or fifth time in United States history that a candidate had won the Presidency while losing the nationwide popular vote.

Plenty of proof. The GOP consulting firm hired to scrub the voter rolls admits they did it. But they claimed it was a "mistake". Some "mistake". It was a clear move to deny Gore Florida in a very close election, and it put Bush in the White House, thanks also to a corrupt Supreme Court justice with Bush familiy ties named Scalia.

There were other Bushie dirty tricks in Florida 2000 which cost Gore more than 527 votes as well.
