That's simply not true. As we all heard from Richard Clarke, of paramount concern to the Clinton administration was the threat of terrorism. Bush was not concerned about terrorists. He was busy trying to figure out a way to get Saddam, which he managed to do with his - now-known - bogus rhetoric about Iraq's (non-existent) wmds.
