I agree.

Apparently paret was too young and not contemporaneously aware of what happened prior to the Shah fleeing Iran (before his countrymen had a chance to string him up).

Blaming Carter for what happened to the Shah is akin to blaming Reagan for Marcos' departure from the Philippines.

"Blaming" in this context, if it were true, would be unnecessarily pejorative since both deposed leaders were not exactly saints, and the citizens of both countries felt that their time had run out (despite what the US wished).

Some might call that democratic.<gg>
