The levees were designed for a cat 3. There was concern that they might not hold for that level of storm. Katrina was a cat 5. The storm surge was unprecedented. Engineers have long warned about the vulnerability of the levees...even with smaller storms.

Brownie said this is the big one. And he said he didn't even know if the super dome would survive...yet this is where people where directed to go. The only plan that would have worked was a mandatory evacuation that started three days before land fall.
