I imagine that with the limited man power and funding for port security, that they operate much like the IRS, depending largely on voluntary compliance. Something like 3% of tax returns are audited, so that is probably a fair comparison with the 5% cargo inspections. Big question is can companies ran by foreign governments be trusted for voluntary compliance. I think not.
