The ignore count (like the ban count/list) means whatever the reader chooses to make of it, if anything. There's no reason for a qualifier.

Yes, its as SI Admin (grubmasher) spoke... "Every thang on SI here is covered in the TERMS OF USE doc that states in clear words that everythang on SI may not appear as it is presented to the reader, but only as TruTh to the writer in 50% of the time. . PLEASE NOTE: TERMS OF USE doc is included in the everythang, meaning that which states everthang may not be as it appears includes that which states "everthang may not be as it appears." .
