The latest word on IVN is that they are going to go ahead with open pit mining on their part of OT, which apparently doesn't require an SA, and finance it internally by selling or spinning off the Mongolian coal and the rest of their properties in Burma, Australia, etc. Then they can wait for the SA process to play out before beginning any underground mining.

The saga continues. It's a twisted tale, though still not quite as twisted as ERHE's.
