Sorry wrong. You prove nothing. The gouging began in the early June of 2000 not August (the Democratic and Republican Conventions). As my previous statement shows, Gray Davis complained to the FERC (and President Clinton) about gouging before the Republican Convention - from the Governor's own testimony before Congress.
