The lottery would confuse people. Residents of Nevada who gamble regularly are soon broke and must leave. The gambling industry is supposed to suck in outsiders. If they can lottery at home, why come to Vegas for more of the same? I heard recently that one person had actually collected their final payment in a 20 year lottery payout. Most are forced to use viatical settlement. I suspect that of the eight one will still have some wealth in 20 years. I cannot predict which one.
