Regardless of whether you agree with his proposals or not, I think he'll find a way to screw up any idea (war, SS reform, Medicare, taxes, etc.) by imposing a large and unnecessary cost to benefit one of his backers. In the case of Iraq, he deployed the troops to guard the oil facilities but not the weapons facilities. He promised the military he would deploy 200K troops to Iraq (a compromise from the 400K the generals requested) and blew most of the budget on the 100K or so private contractors.
