It's called deflection.

It's the Republican strategy of shouting adjectives at Democrats that actually describe the current President.

Great spin masters. Rove does this all the time.

It's like if I stole something from you, then called you a thief. If it's repeated enough, it's believed. It's all about marketing, slogans, and branding. If you shout evil loud enough, it'll stick.

It's like calling Kerry a draft dodger (a person that fought honorably in the war) while Bush dodged the war.

People in this country are easily manipulated by bad-mouth name calling. I suspect that will only last another generation, then people will get smarter about it. No different than how boomers were so much more easily manipulated by adveritising commericals than the cycnical Gen X's. It'll take one more generation before bad-mouth name calling will be an ineffective strategy for deflection. One day it will back fire on anyone that uses this strategy.
