Deficits didnt matter much when we fought our way out of deflation. Yes Bush ignored big spending so the debate wouldnt get into a pissing contest between tax cutters and spending cutters. Tax cuts along with low rates got us out of deflation and that was good. Would it have been better if it had been done in conjunction with spending cuts, sure but that battle would have pitted liberal dems spending + pork again republican spending + more pork. It would have diverted attention away from tax cuts. Now we are in an election year and there is no room left for big deficits. Card has been played and dems and reps will compete over who is more fiscally responsbile. But what they really compete about is where the money will be spend and where it will be cut. Dems probably have an edge on the latter because how many cuts in basic serivces will be allowed. But both should agree on cutting all pork and set asides but they wont.
