I'm not aware of any insurers who offer bomb insurance. Yet flood insurance is widely available.

Joe Taxpayer did not force people to buy houses in major flood zones or decline to buy flood insurance. Why put the financial burden on him?

If a large hurricane hits and wipes out a large city displacing millions, killing thousands, then congress should stand by with their hands tied? No emergency aid? No reconstruction? Because this would be socialism?

I would argue this is the role of State government, charities and private insurance. Not the responsibility of the Federal government.
