It's called all risk insurance. Lots of buildings have that kind of insurance. Isn't flood insurance mandatory in flood zones? I thought FEMA required that?

And besides I'm not talking about buying everyone a new home. I'm talking about making the repairs to the infrastructure, water, gas, electricity etc. A little seed money will get the economy roaring there once again. Low to no interest loans for reconstruction. There's a lot that can be stimulated with a small investment. But heck...if we got to spend $2 trillion on blowing up people in foreign countries and rebuilding their stuff...well then that's capitalism in action for ya. And heck we don't even need to raise taxes to do that...we just put it on the credit card.
