The House of Representatives putting a ban on 'foreign-owned' or 'foreign government-owned' deals for port operations, into a defense supplimental appropriations bill, would put the Prez in an untenable position --- retreat very publicly from his Dubai position or cast his *first* veto against a bill funding American war operations in Afghanistan and Iraq.

Which leads me to believe that it will never get that far....

If the House adds this amendment then, when it gets to the Senate for consideration (or in House/Senate negotiations later), a position will be reached that Bush can say he's 'on-board' with, and then --- like with his earlier reversals on the Department of Homeland Security, or the 9-11 Committee --- he can say that was 'really' his position all along....
