No it isn't. Both depend on one simple concept. People who can do something to eradicate the disease, make the responsible choice to do so.

That is like saying I have to make thousands of decisions to avoid being proscecuted for theft, and that its too much to expect. I see things I like and that belong to other people every day. I don't have to make thousands of complicated decisions to avoid being found guilty of theft. Just one principle resides in the back of my mind that keeps me from dealing with that problem. 'Keep my dang hands off other people's stuff.'

Sounds like it's time to release all the criminals and turn ourselves over... I sure wouldn't want to be accused of 'morally blaming' all the thieves, murderers, assailants, rapists, and thugs.

People who choose to behave in a way that risks harm to themselves and others are responsible for the cause and effect relationship that results in the spread of AIDs. Sorry you think it is too much to ask that they live up to that responsibility. However, we can always bash Bush about it, that will certainly accomplish a lot.
