Probably not. There would be more cars sold, so more labor required.

Off the top of my head. It would almost double the efficiency of the average car, and there are many cars available with that mileage. You might start it out at 30 MPG and go up one MPG per year for 10 years. At the end of the 10 years I bet we would reduce our gasoline consumption by better than 33%.

The same basic principles could be applied to other energy consumption devices.

Side benefit would be reduction of trade deficits (1/3 is oil) and extra discretionary dollars to the economy from both reduced price of gas and more efficient use of gas.

It's a no brainer.
