Bush did create our enemies there. There was no terrorist threat in Iraq when he invaded. The invasion created a terrorist threat where none existed.

Each time we perform some injustice, we create enemies. As in business, it's easier to make enemies than friends. No amount of rebuilding in Iraq will erase the memories of Abu Ghraib, dead civilians, parentless children, and misery. We may have removed Saddam, but in the eyes of many Iraqis, we've replaced him as The Enemy. Some of these people will be willing to die to fight us.

Same as in Palestine. Many Muslims who never visited Palestine are enemies of Israel and us because of the those policies that were supposed to protect us.

The number of terror incidents have escalated since Bush took office. His heavy (and ham) handed policies stimulate a response against us that takes the form of opposition, hatred, and sometimes terror attacks. To see the contrast between Clinton's and Bush's visit to India says it all.
