Well, you'll always find someone who is opposed to how the government money is spent. Atheists may disagree with tax deductions for churches, somewhat constitutionally. Childless couples may disagree with benefits for families. The well off may disagree with any number of social programs.

So, someone has to look after the greater good. Is it better to provide condoms to prevent a terrible disease that not only has a high human cost, but also a high monetary one? Is it better to not fund research for a cure, or bear the cost of the disease? Is it better to educate the ignorant, or suffer the consequences of that ignorance?
