You make the assumption that these two wars, against these two leaders, had the same global consequences. Iraq, after the first successful war by the elder Bush (which, btw, I supported, both in concept and execution), was adequately contained. Germany was not. WWII was about an aggressor nation bent on world domination. The 2nd Iraq war was not. If we were to prioritize which country to invade to resolve internal human rights violators, China, North Korea, Sudan, and Burma, amongst others, would be higher than Iraq. None of those have large oil reserves.
