At least if everything had to stand on it's own merit the boys and girls of DC would be on paper as specifically supporting a bridge to nowhere and others like it. We have one going here. Our local little airport was uncontrolled, no tower, and our airport manager decided that we should have a tower and all of the gizmo's. Well the FAA said you do not qualify for funding because you don't have enough air traffic. So our spend thrift senator Obey whacks out the needed 1.5 million in the transportation bill and whalla, we have a tower. That sits unhooked and unmanned. That's right, the FAA says you still don't have the traffic so we will not give you 450K per year to operate your lovely new tower. Obey is going to try and come through again and this is just a little bitty example. It's totally out of control.
