Different branches of government meaning congress and the judicial making sure the White House doesn't act like a monarchy. Remember, the American Revolution was all about getting rid of tyrants, those king-types who do whatever they want, think they are above the law and ignore public opinion. Bushies have taken this country as far to the right in terms of tyranny as we can get without actually suspending elections, though Bushies even talked about possibly doing that in 2004, remember? And Bush quipped "it would be a lot easier if I were a dictator". Freudian slip. Just like Condi slipping up at a WH cocktail party and calling GW her "husband".
