Outside of the military, Medicare/Medicaid and Social Security, everything else is relatively small.

If you combine the different federal education programs they aren't that small. Farm price supports also fit in the range that I am talking about (large areas of spending even if they are a lot smaller then the entitlement programs or military spending). Programs of that size have just about all increased, some by a lot.

To try to sum up my overall point I would say that Bush has increased spending too much to be the source of serious under funding in any relatively major area. I actually view this as a bad thing, but since Bush does get criticized for such under funding...

However you do have a point that small but critical areas can be and probably are under funded. Not so much because of Bush slashing spending (you have to look pretty hard to find examples of real slashes in Bush's budget), but because he has not asked for sufficient funding increases in certain important areas.
