If that were true, then Bush-cheney would be broadcasting it all over the airwaves. The final report by WMD inspector Kay (who worked for Bush) was that there were absolutely no WMD in Iraq. Zip. If Bush-Cheney had any evidence to refute that we'd all know about it.

Therefore, that Investors.com story is probably wishful thinking, an unsubstantiated rumor or an outright lie.
