It is the heart of the matter. Most of the countries of this world are run by corrupt opportunists or thugs. They could care less about morals or decency. Sign a treaty with them and it is just as good as the paper on the round roll in their bathroom. America is despised around this world by many of the despots of this world who know that they cannot conquer or plunder their neighbors without the fear of U.S. action against them. It's how America has been able to enforce peace. For example, America's leadership in NATO kept the Soviet Union from further expanding into Western Europe. What can't be enforced through a handshake must be enforced by the barrel of a gun.
