But please let us not get into the game of "the meaning of is is" for doing so is an insult to the intelligence of the American people. Issues have multiple threads and multiple levels. For anyone with an analytical rather than a partisan knee-jerk bent, it's easy to recognize the significant difference between topping and breaching and who used which word when without turning that into a pass for Bush on the handling of Katrina. I would like to hope that the American people have the "intelligence" to handle that.
