Or you can take Iraq at any time in the last three years, and look a few months back, and you will see things getting continually much worse in each and every period.

I see nothing of the sort. In some ways things get better, in others they get worse. Mostly its up and down. Not a very solid string of progress but not continually getting worse for the last three years.
