It wouldn't have been such a simple thing. The army fell apart and faded away as we attacked the country not after when we were implementing policy. Also they were Saddam's army. We would not have wanted to keep the whole structure intact as it was, that would have been a big blunder. OTOH if you just paid them without any kind of structure or control you might be funding some of the insurgents. Its possible something in this area could have been done better, but its not simple and obvious even with the benefit of hindsight.
