Don't confuse that vote with being "for the war". Some senators did want to go to war. But many simply wanted to give Bush teeth to back up his warnings to Saddam. The bill was worded to give Bush the option of use of force as a last resort if all other options failed. Also, Bush-Cheney lied to congress promising to go the UN route and gave them all kinds of false and misleading intel about WMD. From day one, Kerry promised that if Bush didn't keep his promises to go to war only as a last resort that he would hold him accountable.
