Bush was in office almost a year before he lifted a finger against terrorism, at a time when Clinton's people were on high alert and told him Al Qaida was the #1 threat. To prove this, Condi Rice prepared a speech on security threats to the US she was going to deliver on 9-11. It didn't even mention terrorism. Know what Rice was worried about? Rogue states with missiles? Know why? Because the Bushies wanted to over-fund SDI and find excuses to attack Iraq.
