Clinton was very much on alert against Al Qaida. His diligence stopped the LAX Millenium bombing. He fired 150 Cruise Missiles at Bin Lauden and his camps (the only military option in Afghanistan at the time), and had a Pakistani hit team being trained which Bush apparently disbanded. Bush did everything he could to close down CLinton's counter-terrorism force. Just as Richard Clarke or any FBI agent.
