During the 90's, half the terrorist threat was on the domestic rightwing side. All those McVeigh militia types and their black helicopter fantasies. Notice though how they no longer fear the federal government, even illegal domestic spying, now that a Republican is in power. Another fact, until 9-11 Bush was completely AWOL on counter-terrorism, basically inviting 9-11 to happen. Remember, he was warned on 8-6-01 and didn't even make a single phonecall. Clinton did a lot more to combat terrorism. And there is a reason n9-11 happened on Bush's watch.
