Do you have a sense of how the officials handling this budget might determine which candidates to fund? I'm having trouble imagining how this could work. Good question. Looks to me as if that breaks into two questions: (1) who makes the decisions; and (2) what are the criteria. On the first, it would have to be some sort of independent commission. The large issue there would be how to ensure its independence. On the second, it would require some measures as to degree of support in the electorate. I suspect there is a literature.
