It was similar under Reagan, except for Congress. Reagan favored businessmen as appointees, a large number of who never figured out that many of the things a CEO or company president can do, like requiring a secretary to type up a book he was working on, was actually illegal in government. Ditto for having the office redecorated and buying the old furniture for pennies on the dollar.

Bush's people are different. There is a similarity, they either aren't aware or don't care that certain actions are against the rules. The difference is that few were ever in circumstances where they didn't have to follow the rules that everyone else had to follow. They are sort of like the proto-thugs who just became friends with the local bully...
