From your post recursive truth reveals itself.

Nagin and Blanco did not know and never knew their ass from the elbow when it came to knowing who knew their ass from the elbow in emergency situations.

The fact of "no working communications to speak of" simply confirms my original stated truth.

The fact of my original stated truth confirms why Nagin and Blanco had to deal with bad evac and contingency plans - if you could call them plans.

The fact of "no working communications to speak of" suggests a genuine possibility criminal dereliction of duty.

I also think a large part of the problem was communicating to people in and around NO how serious the impact and devastation from the hurricane could be. It was a huge FU on so many levels...
