Hi Grace,

I should have been more specific and stated that both cities lack ed agendas for city-scale WiFi or other non-incumbent carrier wireless facilities. But by extension you raise a good point, since a highly coordinated system of infrastructure administration would have been useful for all forms of network implementations, including cellular and WiFi.
