For there to be a goal there must be a goal setter. No?

You already argued to the contrary. The contrary is the essence of natural or somewhat random selection.

"Direction" might be a better word than "goal". Gravity has a direction, as does electric current, as does the 2nd law of thermodynamics, but none of those things have goals in any teleological sense. Evolution is a process of nature based on laws of nature which, much like the market, results in a spontaneous order of organized chaos, based on action, not design. Seemingly intended properties result from algorithms of selection. Any process that involves replication and differential selection can be described as "evolution" and can have this apparent "goal" and "order" as proxies for "direction" and "emergent complexity".
